According to the official Girl Scouts Press Release:

The Girl Scout membership year begins on October 1 each year and provides a variety of activities for girls to develop to their full potential; relate to others with increasing understanding, skill, and respect.

Girls develop values to guide their actions and provide the foundation for sound decision-making; and contribute to the improvement of society through their abilities, leadership skills and cooperation with others.
